My question is, from the military side, what does increase our score? The number of soldiers or Total units.

I guess it should be fair to be with the number of soldiers, because if it is total units, that means we should concentrate on training soldiers and ignoring the rest.

it's soldier count, not unit count, 1 soldier=0,1 power=1 score =)
