Hello
I fight against the User OTeGi. During the fight he is Level 18 but on the ranking list he is Level 30.
He is on the first place on the ranking list.
Is he cheating or is this a bug?

No bug, or cheat.

Your fighting level doesn't reflect your actual level. Your fighting level is determined by the highest level piece of equipment on your mech. Your actual level just allows you to buy parts for your mech at a higher level.

So the guy you're facings highest level piece on his mech is level 18, making his mech level 18.
