ok so this time i forreal know this is an issue. several times already i've fought a lvl 17 (im 16) and the lvl 17 player got 2 1st turns. like wth is that about?

Its not a bug at all.
Those have highly upgraded items, so its raising their matchmaking level

no it is a bug my items do not go past lvl 16 and people with lvl 17+ gear are going before me
