http://prntscr.com/1rz0j3 i increased spy alertnes in that op and after only 5 ticks an enemy agent spread a virus in the same outpost.why it didnt get the spy.hack? bag?

Just because you added protection did not make the op invulnerable to spy attacks, the agent on the op simply had more infiltration than you had protection.

Let me simplify this:
If you put spy protection of 50 ticks on your colony/outpost when someone already planted a agent on your colony/outpost which has let's suppose 100 ticks of infiltration he will always be able to spy attack you.
Finally 100 ticks of infiltration > 50 ticks of spy protection = your colony is vulnerable to spy attacks.
