I have had a talk with Ilona about this problem some time ago, since SM is a game for "Everyone", not for PG-13 like BD, a chat system is pretty hard and close to impossible.
I have proposed a preset chat system, so like u can only say the allowed sentences that are given to u (much like the radio chat in FPS games). It's not a good one but it's the best alternative that are possible for the game.
about Facebook regulation, BD is on facebook also, and since it has a chat system, I doubt Facebook will have much impact here. If it is, it's mostly becuz of the age group that I mentioned above

As I am sure you have seen people will always find a way to bypass a censor so that really does not work.

Censors work as well as the amount of programming that goes into them. In theory, they could be quite accurate. (For this instance, I think accuracy could be thought of as statistically unusual for an undesirable occurrence to be encountered)
There are only a few steps to make an accurate censor: 1) Generate as much metadata of inappropriate language as possible 2) Write a program (I bet many already exist) that: a) creates as many variants of words/phrases where the intended morpheme/lexeme (of any word can exist) still exists (especially important for 'sandwiched' words) b) finds as many possible symbols that can replace letters (think 1337) to a reasonable level (if it needs a cipher to be decoded, the inappropriate word probably will not be noticed by many people anyways) 3) Run the program with all the words generated in the metadata to create a super list of 'censored words' — I recommend a fast processor for this for longer inappropriate words (really any words that have a lot of entropy) 4) Replace any word found with *asterisks* **** (or replace with funny word, like supercalifragilisticexpialidocious).
However, the greater the accuracy desired, the more effort has to be made in steps 1 and 2. That said, I bet there are many non-copyrighted files/program for each individual step out there.
