When I got to level 19 I got no bonus. Before leveling up I played a match where the other guy quit and I didn't get a full reward. Does this have to do with the glitch? Here is the picture.

This happens if someone quits when you are on the brink of leveling up. Not always, but more often than not.

When I got that message I still got resources but it just said 0.

I think it happens when the opponent quits the battle someway into it, and causes a small XP boost, but big enough to level you up.

It does not have to be a quit during a battle. I have had it happen right away. Also, I think I remember there being an older thread discussing this.

Yes well, we got this sorted. We can't do anything about it, its just a stupid bug in a good game that the devs will fix. At least its not a negative level up bonus
