Enemy Outpost, and Enemy Spy Agent on Outpost.

I take the enemy outpost, then later on I relocate to that Outpost, Is the enemy spy agent now on my colony??? Yes or No?

if Yes, then if I planted a spy agent on a enemy outpost and took that outpost, then relocated to it later on, and then relocated again to avoid attack, would my spy agent still be on it and when enemy squads land i can lock them down???? Yes or No???

Well to answer your first question, sure the spy should still be on your colony. I haven't tested it or anything, but if you relocate to an OP with an enemy spy on it, why shouldn't it stay?

As for enemy squads landing, you'd have to lock them down before they land (i.e. 1 min before the tick passes) because for whatever reason, you can't lock down for i think 24 ticks after an enemy takes the OP.

clarification, OP has a 1 tick immunity to lockdown right after it was taken. And u can only lock down an OP of ur own if it has 24 or more control tick.
