exactly how many tokens does it take for the boost bar to reach 100%? or does the admin decide how many are needed? :?

I don't think that there is a certain amount of tokens that NEED to be boosted, I think that if enough players boost, it fill and the world gets recorces for it.

Every red token boost from anyone in the world contributes 1% to the boost bar. So, 100 assorted boosts = Free resources for all.

That is correct. An emergency boost contributes just as much as a normal boost, 1% :)
