And no, it's counted by days, banned colonies are supposed to be inactive, but I guess you still can log on. But a banned colony should be deleted after a week or so unless, he/she was proven innocent and therefore unbanned.

most of the time crystal holding banned colonies won't be deleted unless the crystals got taken away...

Colonies can be deleted even if they have crystals, it simply turns into a camp with a crystal - I've seen it before

This is specifically in Simmen's G5, I guess It depends on what ever Simmen wants to do. Oh, by the way, Simmen has my full support.
