Q: How many clicks is that in effect?
Q: Is that to all Infantry units or olny 10% of them?

i think its all infantry and its until they get all there health back

It's all infantry

Every damaged units will automatically heals if it's docked on anyplace (not moving), the number of HP healed per tick is unknown to me though.

It effects every single infantry unit and the units gain HP back at a rate of 1 HP per tick.
