if u and another member of ur alliance want to launch a squad together how do u do it we always try but it ends up in 2 diffrent squads with diffrent eta

you can delay the eta of squads. So that you can arrange a tick to attack someon, and then you both can attack at the same time!

now the eta are the same but u know sometimes u hover over a squad and see many owners how do u do that

You launch from the same colony or op at the same time.

To clarify, you and your friend cannot combine squads, however you can send together from the same outpost or colony, but you cannot combine squads.
