The spy attacking your colony must have 180+ infultration ticks on your colony.
If the enemy spy has more infultration ticks than your colony's spy and spy protection have they can still deal damage.
there was a player on E3 that had less spy protection than me. I had over 500 ticks of points on him after attacking him several times and he still caught my spy with protection afterward, yet he couldn't have recovered enough energy to buy 500 ticks of protection that quickly
After the first attack. You lost some infiltration points. - for whatever protection he did have. AND you lose alot (i think it's 1/2) for a successful spy attack.
In fact ALL spies on a location successfully attacked lose that "alot (i think it's 1/2" amount of infiltration points. Then upon the 2nd attack you lost half again. and probably taking you down to the 90ish range. After being spyed twice he put whatever he had to protection and as long as he had 100 energy (or 40 if his spy was on the location too) you'd lose. that's why it's best to hit once or at most twice back to back, then to get the heck out of town.
I think the reason for the loss of all spies infiltration points would be to mimic "trauma increased alertness" a natural human response of suspecting everything and hypersensitivity to abnormal or "too normal" things, after a major security failure.
