What do they scan? Squads only? or Everything in the colony.

And do they account for what's being built, if anything?

if its a basic military scan,it scans squads and shows how many units there are and their chasis albeit inaccurate in unit count.

advanced military scans show the weapon types and how many units there is and it has greater accuracy.

Basic scans account for every built/battle-ready unit on the target.
