When the fear is gone is how the quote is supposed to be right? That is what I figured in my second interpretation it is saying that you are driving out the fear inside you and that nothing or no traces of it will remain inside of you.

When the fear is gone makes more sense though I guess you could interpret it as you being immune to fear. Where someone tried to intimidate you (Where the fear has gone) but with there being nothing it means you were immune to it.

I think the Litany is supposed to recognize the fact of the fear, and in doing so, distinguish and separate it from oneself. Then letting it wash around and through you... leaving nothing but you in its wake.
So less of an immunity and more of a sifting and separating process. Distillation, if you will.
