I can't say exactly without the context of the situation but I would imagine it means to employ the range upgrade to take out a unit before it makes it into battle.

That or firing a missile or dragon from a very long distance...

No, sniping means deliberately stealing a conquer or any other desired target knowing that another alliance member (or any other person) is already en route. It's a good deprivation tactic against hostile entities, but it's generally frowned upon when done to alliance members.
