No. I experience isn't useless. It still boosts the strength of your units, but I believe it is largely dependant on the number troops you have.
For example, I noticed that at the start of an era my units would receive a relatively small amount of exp (let's say for example that 1 unit would receive 5 exp) it would level up. Which increased either it's Health or Damage (always alternating).
But later when I when I had 100+ units, one unit could receive 50+ exp and still not level up. Keep in mind that I'm talking about the same unit type here.
So therefore, I have concluded that the experience/leveling system is very dependant on the number of units you have. Which, to a certain extent, makes sense...
EDIT : apparently they had a game patch sometime ago (not sure when it went into effect). Here it is -
