banned players that are conquered cannot rebel, unless they become unbanned some bans are forever, while some are only for a few days or so
and the conquerer will retain that colony indefinitely unless the colony is deleted or the conquerer themself is conquered by someone else

What is the outcome after a Ion Cannon blast on a colony?
How many units get damages, will the population decrease etc.

The only effect of an ion cannon shot to a colony is 10 random units that are stationed on the colony will have their HP's drop to 1.
As for the outposts, it depends on the player in question: If he or she is a top player, maybe the outposts are going to be used for expansion and for a war, so be careful with them. But if the player is not that strong, take it anyway, he probably won't do anything about it, unless he has more outposts in your area.

Only one squad should have been delayed =/ Check back in a tick then post if they are both still flying together.
