you can't build barracks anymore =[

but you can still build training bases =]

Well, then if you mean 'Barracks' as in the structure, follow the tutorial, or simply scroll down and find the icon to the right of the 'Command Centre' structure.

If you're talking about 'Training Bases', as in the outposts, you can only build one at a time, and for that you will need the 'Level 4 Farm' (First row).
after that simply build an outpost, wait 24 ticks, then select the 'Training Base' icon when you click the outpost.
