Can you relocate while under attack?

What are the requirements for relocating? (Resource cost, tick required amount on both colony and OP ect..)

Yes, you can relocate while under siege. And costs depend on the distance:

Always requires 50 energy.
Requires 10k oil at most.
72 control ticks for your colony.
24 ticks for the op.

And also, you can't relocate when there's troops on your colony(not on squads).

No, you can now relocate with your main base full, for a basic spam-protection and newbie attack defense force :P
