if i conquer an enemy training base will i be able to train troops there???

Yes you can, since it is your training base now.

unless you alreaddy have a training base, then it will be downgraded to a regular op

If you already have a training base, it will be downgraded to a regular OP since you can only have one training base at a time.

If you don't have a training base you will be able to train units there as soon as you take it.

Actually if you already have a TB it will stay, taking a new one will just make you take a regular OP.
