Is the Advanced Military Scan more accurate at determining the amount of units present?

I've noticed that next to the unit counts it would say (~25% Accuracy) yet that would make it less accurate than a normal military scan which says (~50% Accuracy)

I'm wondering if it's a bug and the closer it gets to saying (~0% Accuracy) then the closer it is to being accurate.

No its not a bug, its less accurate on unit amount, because it shows you other valuable info

i THINK (not totaly sure) that it take how many conc it is, mix it up 25%, then mix beam up 25%, then mix explosive up 25%, then take the % out of that, because those %'s are not always accurate, but as i said i'm not 100% sure
