how did someone ativate an EMP charge when i had spy protection?

their spy had more infiltration ticks than you had spy protection


I.E.

you have 30 spy protection ticks his spy has 40 infiltration ticks

30 - 40 = -10 his spy gets to continue his action

however if you have more protection ticks then you stop him

you have 50 protection ticks he has 40

50 - 40 = 10

you win and stop his spy
