Heres a question- On the old client you would see (on outpost) barracks, gate, and silo and you would build the stuctures to get them. Well, I built the last stucture for food so I can make barracks but when i built my outpost I did not see the sign that I can click on and build one. Is this becuase I still have to wait 72 ticks till I can make it into one or what do I need to do to make one?

You need;

Level 4 Farm
Fully controlled outpost (24 ticks)

the "barracks" is removed as the food system is removed, there are now another system for worker growt

What do you mean? I can't make one?

you can make training base to train units, but the barrack is gone because there is no more food in the system when making workers, therefor barracks are not needed
