Which gives greater returns in terms of resource boosts to your colony early game do you think?
I heard that population growth also correlates to an increase in resource bonuses. Is that true at all?

More workers means higher income, that is true. Not really sure what you mean by population growth and steel growth unless you mean the structures?

Yeah I was referring to building structures as you said, sorry I should have mentioned that.
Basically which is best to build first for more resources - farms or steel mines?

If you have a decent amount of workers I'd go for metal structure as that is what it is intended for.
