It's completely FUBAR. If they're in the same content, then war is inevitable unless they make an agreement for one of them to relocate (which doesn't always happen), even if they have peace, they'll end up fighting over conquerors/OPs or sniping each other etc... Which I agree it gives the teams a disadvantage since they'll be losing armies while other alliances build and expand. But early wars which are between 2 far alliances has advantage because they can expand and have more time build etc...
