Now it's kinda just rank 2 vs rank 4. HU kinda stopped attacking and are now focusing more on expansion from what I can see

Its impressive but not hard..... Just boost and be active, while the other teams are doing only 1 coordinated attack per day lol.
I only see 4-5 players from HU who are doing something, VND are the only team which are doing mass attacks with upto 8-9 players and I only see about 3 TMF players really doing anything.

Considering that HU, VND are also keeping the other half of CBop busy, this made it easier for CBop to defend in EU due to fewer army attacking.

Before VND entered the war it was easily 6-8 HU members fighting us.

When VND entered, there was a good period of time when it was 4-6 HU members fighting us and like you said 8-9 VND players.

But you must remember, while the other 5 CBop members were in Georgia their army was completely separate from the Italy pod.

We held off the combined force of two alliances with only 6 members for 60+ ticks.
