I am a bit confused about this.

What exactly is this overheading +24% while i am building units?

Also, in the "management" part, there is all those -19 upkeeps, how do I decrease this -19 in worker upkeep?

the 24 percent is the overhead.it means that your troops will cost 24% more resources to train.100 soldiers=12% more overhead.

1 infantry=1 soldier
1 vehicle=2 soldier
1 heavy=3 soldier

And the -19 is the worker upkeep.The only way to do that is to lower your worker down(not a good thing)

But why do I get those extra 24% off from building units?

Is it because I have too many units or why? How do I lower the overheading?

You can't lower the overhead. It's a balancing thing, so people can't create a massive dominating army without serious handicaps. And yes, it means you have a big army, which is a good thing.

You don't get 24% off. You have to pay 24% extra. And yes it's because you have a large army, it's to limit people from getting to large armies being unstoppable.
