What's the purpose of building an outpost? How does it benefit you?

You can move units to it and upgrade it :)

the upgrades you can upgrade it into are

rader (allows you to see more)
Gate (allows you to transport units instantly)
Nuke/Dragon (you can launch these at other people destroying 10% of units on target)
Training Base (allows you to train units there)
