you will not lose any structures, just oil. And none of the troops in your colony will move with you, they will stay behind in the outpost you will recieve.

You relocate by building an outpost in the spot you wish to relocate to. Once the outpost has 24 control ticks, you click on the op and the option to relocate is located there.

Also, when you relocate, if you are conquered, you will automatically start to rebel.
