When you have your spy on you, it's "infiltration" will be your Spy Protection.
If your spy, which is on your colony, has 100 infiltration, it is 100 spy protection, and if someone versus your spy after they have done a covert operation, it will depend on how much infiltration he has.
Now, you may get INFINITE Spy protection, using your spy, and you cannot do it right off the tick you begin.
You'll have to do several steps to initiate it.
In your case, you had a 200 tick spy (Your own) on you, and it backfired, meaning someone had a spy on your colony longer than the infiltration your spy had on yourself.
