You need level 5 factory, the last building after vehicle and heavies first then an outpost with 24 control ticks then you're able to build dragon lairs/nuke silo's.

just to add on

u need 1000 gold and 250 ( im not sure about the oil) to build one and 500 more to arm it with nuke/dragon and it takes 24 ticks to arm/summon the nuke/dragon

You can also take a dragon lair from someone else, but you won't be able to launch the dragon until you have 24 control ticks on it.
