You probably cant attack for multiple reasons

1. You are under protection: when you are under protection you cant attack anything and nobody can attack you.

2. You need lv 3 farm, lvl3 metal and lvl3 oil to attack something.

seeing as he said he can attack before, I think it's becuz he doesn't have lvl 3 buildings.

Before the level 3 metalmine was enough to launch an attack. Unfortunately many multis popped up lately, hurried 58 armor units and attacked all together :roll:

With this update, we as admins have more time to recognize such an abuse and also the alliance who will get attacked + the multi colonies can't even recruit that much units

I thought that update was going to kick in every NEW era. did they implement them in the middle of the era's?

You can't really implement only in new eras. Most of the updates are bugfixes etc and effect all servers. Some of them might be starting now, some are mid era, some are allready at the end.
We try to implement big changes only in new eras for now.
