some made from a outpost a watch tower (fantasy) how did he do that ?

All watchtowers start out as a basic outpost and you can downgrade them for about 75% return on what you paid to upgrade them to begin with. Anyone can downgrade an outpost after they capture it for 6 ticks though.

Dragons and Firestorm spells also downgrade outposts when they hit I believe (correct me if I am mistaken)

I think he's asking about upgrading.

Basically you need a corresponding structure built (such as a gate structure for a gate outpost) and an outpost with 24 control ticks. After 24 ticks are accumulated, you simply click on it and find the corresponding upgrade button.

Of course, you can always check the wiki for this kind of info at this site, specifically this topic about op's.
