You skipped the tutorial, didn't you? Never skip the tutorial if you're absolutely new to the game.

Anyways, building a basic fleet requires at least the Barracks Structure (6th row from the top). If you have that, then you simply click on your colony and select the recruit units button (usually the top right button). After they're done, just click on them (shift-click to select multiple units) and select 'create a new squad'. And that's about it. If you want to create more sophisticated and efficient squads, you'll need to advance up the tech tree, and figure out some other stuff.

Defending is as easy as having units in your colony or outpost.

I REALLY wish that more new players to the game would do this. It kills me when there are so many newbs I can conquer with 1 soldier, just because they skipped the tutorial and then gave up because the game is too overwhelming. To be honest I think that the tutorial shouldn't be skip-able the first world you play. In BD2 the tutorial better NOT be skip-able, since its not like you have to make a new colony every so often as the world will never reset.
