Outposts, Workers, Army all have upkeep. They will deduct from your total worker production. You need to have a large amount of outposts if you have to win. Infrastructure is key.

Ways to increase worker production, such that your upkeep doesn't exceed your income, is to conquer a lot, gather a lot of crystals and most importantly take resource outposts - metal mines and oil wells or Gold mines and lumber mills (in Fantasy)
