So a guy I conquered started rebelling, and they also aquired a crystal lately. He's still conquered by me for twenty something turns so my question is: Can I reconquer him before he liberates himself, or do I have to wait until he is free?

PS: Also, if the colony started rebelling can someone else conquer them before they get liberated?

If you attack him now and win you stop the rebellion and he doesnt liberate. You also get his crystal.

No one can take your conquer until he liberates, so you still got exclusive access to the conquer for 20 ticks.

Yes, anyonce can take a conquered colony's crystal, even if the crystal-holder is conquered by you. So better act fast. :)

If someone is rebelling wether that person is conquerd by you or anyone, you can quell the rebellion.

If they have a crystal, you can take it as long as your army is better then theirs.
