Vehicles have a 25% bonus vs tanks, so I would advise building a vehicle army with mostly explosive weapons. I would also advise you not to build any damage units at all as they are not cost-effective. Instead, build 4-5 armour units for every 10-11 range units.
Nukes and spies would both be useful in bringing him down - I'd also suggest sending a single unit to his colony before you attack him to trigger his shield. Then launch your attack to land 11 ticks after his shield was triggered, meaning he has very little time to prepare.

Explosive vehicles in the ratio 6:9 (armor to range). spies and nukes will help but make sure to scan first
