I played BD ~two years ago, left, and came back. I remember there being an outpost that was a farm. It increased your worker growth, and you had to build one if you wanted to relocate. What ever happened to these things?

I believe that those are settlements that you are talking about. They were removed a good while back and regular ops have taken the role of relocation.
