no.. you cannot conquer someone if he's still under rebellion, "puffing smoke" as you have said.. by attacking him and killing his army is like you're doing the guy who conquered him a favor.

and another thing is you cannot conquer someone if you yourself is conquered by somebody else..

i think we are having miscommunication here:

scenario 1: you conquer someone and he's rebelling.

yes you can attack him again and if you win you still keep him as your conquer.

scenario 2: someone else's conquer and you will attack him

yes you can attack him but even if you win you cant have him as your conquer and like i said its like giving his conqueror a favor by quelling his rebellion.

although you have consolation for this part by having your army an experience.
