Nah it's not harassment at all. If they we're to let him build an army he could use it to attack them. All the suggestions above are good ways (execpt leaving) and spying usually just pisses them off then you'd be looking at nukes. Lol

I'm glad you're up and running again, might I suggest finding who their enemies are and working with them. Personally I'm the first one to offer opponent's conquers safe passage.

Thanks to all of you and yeah thats a good tactic as always......after we relocated we got to like #12 while they were weaker and then it went into havoc and we just owned them and others so we are even ....and got to #1 and even beat up their main alliance so I dont think they will try that tactic again. Will use this experience to further boost my tactics and such and its not really an army issue cause they were well protected.
