You guys seem to overlook the control tick ^^. When u've stopped the rebel u have to wait for 24 ticks in order to force-relocate that colony.

And no, u can't force-relocate when he's rebelling. I don't know about relocate urself when u're rebelling though. I haven't done that but I think it's possible.
