i'm gone gues your playing fantacy because of the words u use.

normal outpost: you can use it to relocate to, and you can raze it.
watchtower. you need level 3 of the bottom structure to build theese, and they give you a certain radar coverage in the area.
training camp: you can have 1 of theese, you can produce units here, require gold structure level 4
dragon liar: you can make dragons to send at your enemys, weaking their units, killing the units and killing the workers. you need the level 5 structure of castle, barracks, then stable, and so on.
camp: destroyed op, you can not attack from theese.
gate: theese are used to move units fast and use energy not oil

I'll just add to wat simmen said...

To get all the types of outpost...
1st you have to make sure that you have upgraded all of your buildings to the point that you can make it.
2nd make sure that you have the resources to make each one.

To make an outpost you click on the part in the top left part on the screen that looks like a tent. Costs 500 metal, 300 oil and 15 ppl from pop. count.

Then you have to wait til 24 control ticks are on the op.

From there you can make 3 types of ops.

1) Gate/portal - 750 metal

2) Missile silo/Dragon lair - 1000 metal (500 to arm it i think)

3)Radar/Watchtower - 500 metal

Also go to the Game play guides for anymore assistance as they are helpful

you can't make those. the admins make them. you get them by conquering them, but you can not attack from them.
if you have 1 all of your alliance get +5 metal or oil each tick
