Anyone knows what happens when an alliance leader gets deleted? Who gets to be the leader? Is it the player with the most score? Is the player with the most votes? If it is, is it the player with the most votes + score?

If the person that has even 1 vote and leader 11 then that player becomes leader. If leader has 12 votes then a random person is picked.
