Once my protection mode is turned off can I immediately attack an enemy colony or is there a waiting period before I can start attacks? Thanks for responses.

You need to have;

Level 3 Metal Mine/Gold Mine to launch attacks out as well as protection is done/off.

you can also get rid of your shield before it wears out just press the button on the left that has the X through the shield

If you do this you also get + 50% resources for 3 times as long protection ticks you cancalled as a reward for your bravery
