You need to build and op where you want to relocate. Then wait for 24 ticks, when 24 ticks is up click on the op and select the arrow pointing down (in the top right). It usually takes a lot of oil to relocate your colony so be sure to stock up on oil before trying to relocate.

and also make sure your colony has 72 control ticks (a number in an orange box) if there is no orange box it means you have enough
