If squads are just leaving a target (so that if they were called back they would be back at their origin)

Would a spy attack still effect them? I know a nuke effects squads like that, but if an enemy has already left their OP and I use a lockdown, will they have to return? Or if I hit HP will it work?

Little bit longer:  If there is no squads there to be attacked then it can not hit them unlike a nuke spy's are a secret thing sop it would only affect those on the place being attacked.

Spies can't and don't affect moving squads.
