Emergency Boost cooldown time was changed to 1 this was in the same update that disallowed sending other poeple tokens and receiving the resources to bypass the cooldown.
Another update coming at the same time was to lengthen the 4 and 5 level structures to 12 and 24 Hours in order to limit the ability of "Power Users" to dominate the game very early
SO - how can you say you want to limit power users on one hand (good thinking i congratulate it) and lower boost cooldown to 1 on the other hand!!!
I think this is a bad update and should be reset back to 48 Ticks as it was.
what do you guys think of it?

this is to compensate the boosted resource trade. Which mean nothing but this:
"Hey u, u want resources? U've boosted large metal? Yes? Good. Now boost the small. Already? Great!! Wat? U want more? Boost the emergency then. Wat? Too expensive? Sorry we didn't hear it clearly, can u repeat it again? Two expansion? Wat expansion?"
Joking aside, it means that if you really want to boost, and I mean really really really want to boost. The emergency boost are always there for you.
However, I don't think anyone will use the emergency boost as it is too expensive for so little resources. Unless u have 100$ as ur daily allowance u won't use the emergency boost too often. I would rather wait for 24 ticks to boost for a minimum of 6k than spend double for 5k.

As aister explained, its about balancing it, making it less used, and if its used, make it have a higher price.
