power is based on population, units, and conquers.

for every...
50 workers = 1
10 infantry = 1
10 vehicles = 2
10 tanks = 3
1 conquer = 2

Example: power of 115
788 workers / 50 = 15.76
59 infantry / 10 = 5.9
59 vehicles * 0.2 = 11.8
47 tanks * 0.3 = 14.1
34 conquers * 2 = 68
Total = 115.56 = 115
