I was hoping someone could give me a better understanding of unit count for these. Are units under construction affected by nukes or count in the units towards your total units for (10% killed)?

Units under construction aren't affected as a counting for a percent i don't know hope this helps a little bit tho :D

Nope, units under construction are un-effected by nuke attacks :)

Well buckle your seat belts cause that has been changed they are now affected by nukes.

I really wish the developers would let us know when they change things.
