It varies depending how far away it is but as
AnitsuEx said, a maximum of 10,000 oil. (It also costs 50 energy so don't forget to save that up too

Uhm... I had my spy on top of my colony (he can't possibly go into the Main Base "Squad" can he?) when I relocated, and he followed my colony there.
